三线城市社区商业业态现状及对策研究——以湖州市为例

社区商业以社区内居民为主要服务对象,以满足居民基本生活及多样化消费需求为主要目的。论文以三线城市浙江省湖州市为例,通过现场访谈与问卷调研,明确湖州市中心城区社区商业业态现状与主要存在的问题。借鉴长三角地区典型成功社区商业运营模式和操作流程,从核心理念、业态配比、品牌构建与商圈融合四个方面提出构建科学合理的湖州市社区商业业态的相关建议。     

IS A SOCIAL EMPOWERMENT OF PPP FOR INFRASTRUCTURE DELIVERY POSSIBLE? LESSONS FROM SOCIAL IMPACT BONDS

Social Impact Bonds (SIBs) have emerged in recent years as outcome‐based public‐private partnerships (PPP) for the delivery of welfare services, where the payment to the private operator is linked to the achievement of superior social impact. Since the traditional infrastructure‐based PPP approach seems to have failed to achieve higher level of efficiency and, above all, effectiveness, this paper discusses the extent to which the SIB model can represent a reference point to innovate the PPP model by introducing more focus on outcome achievement and social value generation.     

社会资本能否抑制僵尸企业的创新挤出效应？——基于制造业上市公司的经验证据

以制造业上市公司为样本，探讨社会资本能否抑制僵尸企业对健康企业创新的挤出效应。结果显示：僵尸企业每增加1%，健康企业的发明专利数降低0.41%。僵尸企业的创新挤出效应大部分由非国有企业承担，国有企业的创新并未受到影响。健康企业通过积累不同类型的社会资本来抑制僵尸企业对其创新造成的挤出效应。非国有健康企业的连结型社会资本对创新挤出效应的抑制作用最强，结合型社会资本的作用次之，桥接型社会资本的作用最小。     

The Three Faces of Labor: Sustainability and the Next Wave of Automation

This article develops a model of three faces of labor from Figart, Mutari, and Power’s three faces of wages. This is integrated with sustainability models to locate the process of human and social capital formation and explore issues arising from technological change. The latest wave of automation, involving robotics and artificial intelligence, is expected to be an even greater challenge for worker well-being than globalization and immigration. The model supports a new narrative around labor that incorporates the caring economy as well as a framework for thinking about labor issues and long-term well-being.     

The Moderating Role of Strategic Integration in Performance Improvement Through Purchasing Social Responsibility in Thailand

This research aims to understand the performance of purchasing social responsibility (PSR) through moderating effect of purchasing strategic integration. The results show that PSR directly influences purchasing performance, while the relationship between PSR and purchasing performance is partially mediated by organizational learning. Moreover, strategic integration negatively moderates the relationship between PSR and purchasing performance. This study suggests that the adoption of PSR affects the operations of both buyers and suppliers in a supply chain that further encourage organizational learning and increases purchasing efficiency. The results also show that organizations may realize this effect of PSR practices but may focus on other purchasing practices, which affects purchasing performance. Copyright © 2018 ASAC. Application of social media analytics in tourism crisis communication

Given the newly established communication environment of social media and highly unpredictable crisis situations, this study questioned how tourists facing an unexpected crisis situation use social media to communicate and search for information. To this end, this study developed a multi-phased social media analytic framework (data crawling, data processing and text mining, social network analysis, semantic network analysis, and network visualization) to assess the structure of information exchanges between the members of a tourism organization’s social network community and identified influential actors and information content within the social network. This study’s findings suggest genuine ways of relating with and utilizing opinion leaders and influencers in social media marketing communication as well as crisis communication. The authors expect this proposed methodological framework of social media analytics to help other scholars scientifically identify and implement the proper methodologies for utilizing social media data.     

Institutional Economics as Theory of Policy Change: Impact of Past Policy Failures on Present Policy

Social scientists have developed several theories for understanding or evaluating policy change over time. Since all costs or benefits are not internalized owing to positive transaction costs, policymaking is always implemented under cost underestimation conditions and, therefore, is imperfect. I call this trait policy failure in this article. Furthermore, I show that a new framework combining the social costs approach and the legal/economic approach in institutional economics is suitable and can be applied to evaluating how past policy failures affect present policy, providing as an example the Fukushima nuclear disaster in Japan.     

‘It’s a Harsh Fact of Life with the RMA’: neo-liberalism and the realities of community sports facility development by the private sector in New Zealand

Despite the importance of facilities as primary sites for delivery of leisure and sport services, there has been a scarcity of academic literature on the provision of community sports facilities and the processes through which they are developed. In particular, this paper provides empirical analysis of leisure facility provision with a focus on practice and experience of policy and planning actors. By employing a case study approach and semi-structured interviews, the study identified a sharp contrast between the discourse of neo-liberalism and the realities of a highly regulated environment for the private sector under a national legislation of New Zealand, namely the Resource Management Act 1991. While both public and private actors recognised benefits of the resource consent process in mitigating the negative environmental impacts and facilitating public input, the findings also revealed its potential impediments to both private and philanthropic developments and their potential resultant benefits to communities and social citizenship due to its costly, restrictive and undifferentiated nature. Consequently, the paper suggests that future research needs to examine empirical evidence of how social citizenship and citizen engagement are enhanced by both public and private sectors through planning and development of community sports facilities and services.     

Flexibility in the gig economy: managing time on three online piecework platforms

Gig economy platforms seem to provide extreme temporal flexibility to workers, giving them full control over how to spend each hour and minute of the day. What constraints do workers face when attempting to exercise this flexibility? We use 30 worker interviews and other data to compare three online piecework platforms with different histories and worker demographics: Mechanical Turk, MobileWorks, and CloudFactory. We find that structural constraints (availability of work and degree of worker dependence on the work) as well as cultural‐cognitive constraints (procrastination and presenteeism) limit worker control over scheduling in practice. The severity of these constraints varies significantly between platforms, the formally freest platform presenting the greatest structural and cultural‐cognitive constraints. We also find that workers have developed informal practices, tools, and communities to address these constraints. We conclude that focusing on outcomes rather than on worker control is a more fruitful way to assess flexible working arrangements.
